Is Heel Strike Running Faster? No!

Unlike heel strike running, landing on the forefoot makes the knee slightly bend at landing, which also allows the foot to land closer to the mass of the body. In this way, the Achilles is able to slacken and load up with elastic energy better than if a heel strike is employed. Landing forefoot-first also makes more elastic use of the arch, too!
